After examining Dallas Police Academy records yesterday, Texas Commission on Law Enforcement (TCOLE) auditors alleged that Recruit Quxavier Taylor’s Police Vehicle Operations Course (PVOC) score was reduced improperly. They advised that the scoring on the form had been intentionally altered to reflect a reduction which resulted in the recruit failing the initial re-test.
Therefore we are continuing the current administrative inquiry into whether standards were lowered and are launching a formal Internal Affairs investigation to address the allegations about the improper reduction of Recruit Taylor’s test score.
The officer alleged to have made the improper reduction in Recruit Taylor’s score, Senior Corporal Manuel Sanchez, #6795, the PVOC Coordinator and Lead Master Instructor, has been placed on administrative leave. Consequently we have begun reviewing the PVOC scoring of all recruits at the academy.
In addition, we are conducting a formal investigation into allegations that on February 6 and 7, 2014, former Recruit Ashley Watkins was graded improperly on the practical skills examination of the Standardized Field Sobriety Testing (SFST) course which resulted in her failure and eventual termination.
