Update: Record Management System(RMS)
“On June 1, 2014, the Dallas Police Department implemented its new Field Based Reporting (FBR) and Records Management System (RMS). As we reported on our social media site (see below), the validation period was estimated to be about 30 days. As some of you are aware, we have reached the 30 day mark and yet we are still not where we hoped to be in validating the information for public release.
We understand that it is important for watch groups, the media, and the general public as a whole to access report information online in a timely manner. However, because of some process issues as well as unfamiliarity with a new system, we have run into some unexpected delays. Many of these issues have been resolved but we want to ensure that only accurate information is being released and that we are in compliance with State and Federal laws and guidelines regarding the privacy of certain information.
We hope that it will only be a matter of a few weeks before the new portal is online. As a reminder, citizens can still request copies of police reports through the Open Records Unit, and any reports created prior to June 1, 2014, will still be publicly available for viewing.

(Post-Go-Live of new Records Management System)
On Sunday June 1, 2014 the Dallas Police Department will implement a new Records Management System (RMS). The new RMS will completely replace the old main-frame based report system.
Once fully implemented, the new RMS will give the Dallas Police Department improved intelligence gathering capabilities, increased accountability throughout the investigative process, and improved integration with the District Attorney’s Office.
Immediately after the system goes live, the process of validating the information entered into the new RMS will begin. This will be a joint effort involving personnel from within the Dallas Police Department, the City of Dallas Communication and Information Services (CIS) and the vendor. During this validation period, new reports entered into the system will not be available online to the general public. During this brief transition period, citizens will still be able to request copies of police reports through the Open Records Unit of the Dallas Police Department.
While it is the strong desire of the City of Dallas and the Dallas Police Department to provide timely and accurate public access to report information, every effort must be made to first ensure that we are in compliance with State and Federal laws and guidelines regarding the privacy of certain information.
Once the system information has been validated, the report information will be configured for public release and made available. Report information created PRIOR to June 1, 2014, will still be publicly available for viewing.
The validation period is estimated to be no longer than 30 days. Thank you for your patience and understanding during this time of transition.
