On May 1, 2015, the Dallas Police Department submitted a Grand Jury referral regarding the criminal offense of Coercion of Public Servant, Felony 3, identifying Councilmember Scott Griggs as the suspect. It is alleged that Councilmember Griggs influenced or attempted to influence Assistant City Secretary Bilirae Johnson in the performance of her official duties.
