CHILD SEX TRAFFICKING RELATED CHARGES
On September 16-18, 2016, the Dallas Police Department’s High Risk Victims and Child Sex Trafficking Unit, along with members of the Metro Task Force, conducted Operation Brick and Mortar. This Operation was designed to proactively identify and recover child victims of sex trafficking as well as arrest offenders who demonstrate a desire to sexually exploit children.
During the Operation the following arrests were made:
On September 16, 2016, Minh Tan Pham, Asian, male, 39, was arrested after he contacted an undercover ad for prostitution and solicited a 15 year old female, for a sex act for money. When Arrestee Pham arrived to pick up the female child, and transport her to a hotel for sex, he was placed under arrest. Case reported on DPD Case Number 223819-2016.
Arrestee Pham was placed in the Dallas County Jail for Prostitution/Child, F/2, with a $2500.00 bond.
On September 16, 2016, Anthony Alicea, Hispanic, male, 50, was arrested after he contacted an undercover ad for prostitution and solicited a 15 year old male and 16 year old female, for a sex act for money. When Arrestee Alicea arrived to pick up the minors to transport them to his home in Duncanville for sex, he was placed under arrest. Case reported on DPD case Number 223915-2016.
Arrestee Alicea was placed in the Dallas County Jail for 2 counts of Prostitution/Child, F/2, with a total $200,000 bond for both charges.
On September 18, 2016, Gena Williams, black, female, 18, was arrested after posting an ad for prostitution and arranging a prostitution date for herself, and a 15 year old female child. Case reported on DPD Case Number 224762-2016.
Arrestee Williams was placed in the Dallas County Jail for Compelling Prostitution/Child under 18, F/2, $5000.00 bond.
