Investigative update on the OIS at 4700 East Side Avenue:
The deceased person is Genevive Ann Dawes, a 21-year-old Latin female. Next of Kin notification has been made. Virgilio Rosales, a 23-year-old Latin male, was the passenger in the vehicle and was arrested for Unlawful Possession of a Firearm by a Felon.
The involved officers are:

Senior Corporal Jason Kimpel, #9675 8 years 1 month Central Patrol

On January 18, 2017, at approximately 4:56 a.m., uniformed patrol officers responded to a suspicious person call in the apartment complex rear parking lot located at 4700 East Side Avenue. The caller provided vehicle information to the 911 operator. This information was added to the call sheet and revealed the vehicle was reported stolen out of Irving, Texas. As uniformed officers approached the vehicle giving loud verbal commands, the occupants ignored the commands, started the stolen vehicle and reversed a short distance striking the marked police vehicle. The suspect then drove forward striking a wooden lattice fence. When the fence did not give way, the suspect driver reversed the vehicle a second time at which point two uniformed officers discharged their firearms striking the suspect driver. The suspect driver was transported to Baylor Hospital where she was pronounced deceased.
The passenger in the vehicle was not struck by the gunfire. He was interviewed at the Dallas Police Headquarters and is facing potential felony criminal charges. No officers were injured during this incident.
