Update July 8, 2017, at 9:16 p.m. – Arrests Made
On July 4, 2017, at approximately 12:50 a.m., Dallas police responded a shooting call at 3330 Webb Chapel Ext. The victim, Oziel Garcia, a Latin male 18-years-old was shot as he exited his vehicle in an apartment complex. The victim was transported to an area hospital where he died from his injuries. After shooting the victim, the suspects took the victim’s vehicle along with personal property to include credit cards. Through the course of the investigation, it was determined the victim’s credit/debit card was used within hours of the offense. Detectives were able to obtain video from these locations which showed a Black male and White female attempting to use the victim’s card. On July 5, 2017, video was obtained from the apartment complex and released to the media. With the public’s assistance, witnesses came forward and led detectives to a juvenile person of interest. This juvenile person of interest came to Dallas police headquarters along with his mother and agreed to speak with detectives. The juvenile, a Latin male 15-years-old, implicated himself in the offense and was subsequently arrested for capital murder. The victim’s vehicle was found in an apartment complex in the I-30/Ferguson area. There were several juveniles seen in and around the vehicle that were arrested for various unrelated charges.
Witnesses came forward and also identified the female who attempted to withdraw money using the victim’s credit/debit card. This female was identified as Kristi Starrett, a White female 32-years-old. Through investigative sources, her boyfriend was identified as Deavian Hill, a Black male 26-years-old who is believe to be the second suspect in the victim’s death.
On July 8, 2017, detectives conducted a traffic stop and arrested Starrett and Hill. They were both taken to Dallas police headquarters and read their Miranda warning. Starrett agreed to speak with detectives and admitted to attempting to use the victim’s credit/debit card on July 4, 2017. She was arrested for credit card abuse and placed in jail. Her bond is set at $500.00. Hill was read his Miranda warning and invoked his right to remain silent. He was placed in jail for capital murder with a bond of $500,000.00. Through the course of the investigation, it was determined the suspects in the attached video are responsible for the murder of Oziel Garcia that occurred at 3330 Webb Chapel Ext. on July 4, 2017. On July 4, 2017, at approximately 12:50 a.m., two unknown Latin males shot and killed the victim during the commission of a robbery at 3330 Webb Chapel Ext. The two unknown Latin males took the victim’s property and his red 2008 Chevrolet Silverado with Texas license plate GJD-4577. The victim was later identified as Oziel Garcia.
