Suspect Arrested for Capital Murder

On March 20, 2018, Plano Police Department was conducting surveillance on Billy Kipkorir Chemirmir B/M/45, at 4500 Pear Ridge in the city of Dallas regarding an offense that occurred in their city. While watching suspect Chemirmir, they observed him walk to a dumpster and toss unknown items in the dumpster. Suspect Chemirmir was arrested for an unrelated outstanding warrant. During the arrest, Suspect Chemirmir was holding jewelry and money. In the dumpster officers found a jewelry box containing jewelry and a name. Officers were able to associate the name found in the jewelry box to an address in the city of Dallas. Dallas Police officers went to the address in the 6600 block of Warm Breeze Lane and conducted a welfare check. Officers found the victim, Lu Thi Harris, an 81-year-old Asian female, deceased from homicidal violence. Suspect Chemirmir was transported to the Dallas Police Headquarters and interviewed. Other items found in suspect Chemirmir’s possession were identified as belonging to the victim. A Capital Murder warrant was obtained and executed for suspect Chemirmir with a $1,000,000 bond. This offense was documented on case number 059164-2018.
