On February 23, 2019, at approximately 1:53 a.m., Dallas police responded to a shooting call at 3940 Rosemeade Parkway.  Upon their arrival, they observed the victim David Lowe, a Black male 40-years-old, lying on the sidewalk with multiple gunshot wounds.  He was transported to an area hospital where he died from his injuries.
