Update December 20, 2019, at 4:45 pm:
On December 18, 2019, officers received a call at approximately 1:36 a.m. about shots being fired near the intersection of Spring Valley and Noel Road. While the officers were in route, they received additional information that the suspect was firing his weapon. He has since been identified as Rashad Rodriques, black male, 24 years of age. When the officers arrived, Rodriques was standing in the middle of the intersection with a gun in his hand. Officers took cover and began talking to him about surrendering peacefully. Officers also called and had a Dallas Fire-Rescue ambulance on stand-by at the scene as a precaution. Attempts to negotiate a peaceful surrender went on for about 47 minutes until Rodriques began advancing towards the officers. They gave him loud verbal commands to stop and drop his weapon. However, Rodriques refused and continued advancing towards the officers. One of the officers deployed his 40mm less-than-lethal launcher and fired multiple rounds at Rodriques, possibly striking him once. Rodriques stopped walking momentarily and stood in the intersection while the officers gave more verbal commands for him to drop his weapon. This verbal engagement continued for several minutes more. However, Rodriques began to advance on the officers again. Once Rodriques was within approximately 30 feet of the officers, still advancing towards them and holding the loaded handgun, a second officer fired his patrol rifle striking him twice. Rodriques was transported to an area hospital with non-life-threatening injuries. He has since been charged with aggravated assault on a public servant which is a first-degree felony. This remains an ongoing investigation that will be documented on case number 253187-2019.
