On Monday, September 7, 2020, at approximately 5:16 p.m., Dallas police responded to 318 Vista Court regarding a shooting call.   Officers interviewed several witnesses, and all stated that the victim, Patrick Lovely, a 22-year old black male, was shot multiple times by the suspect, Frank Kemp, a 31-year old black.  The suspect fled the scene with the victim and was found at a gas station located at 9790 Walnut Street.  The suspect was taken into custody and transported to the Homicide Unit for interview purposes. The victim was transported to an area hospital where he died from his injuries.  Suspect Kemp refused to provide a voluntary statement, and he was transported to the Dallas County Jail, where he was charged with murder.  A Dallas County will set his bond.
