During the course of the investigation, the Homicide Unit determined suspect Cedric Lionel Kidd, a 24-year old Black male, was responsible for the murder of the victim, Billy Ray Phifer. On Sunday, July 25, 2021, suspect Kidd was arrested for murder, and he’s currently in the Dallas County Jail.

On Monday, July 19, 2021, at approximately 2:46 p.m., Dallas police responded to a shooting call at the Bella Vida Apartments located at 7709 Antoinette Street. The officers found the victim Billy Ray Phifer, Jr., a 22-year old black male, lying on the ground with multiple gunshot wounds. Dallas Fire-Rescue responded and pronounced him deceased at the scene.
There are currently no suspects identified or apprehended. This is an ongoing investigation, and the Dallas Police Homicide Unit is urging anyone with information to contact Detective Boz Rojas at 214-681-1786 or boz.rojas@dallascityhall.com. Please refer to case #128440-2021.
