Body worn camera video will be shown at the end of this presentation.
On November 2, 2022, at about 11:40 AM, Dallas Police received a 911 call from 27-year-old Diana Ruan, saying said she shot a man inside a room and was going to shoot herself. Dallas Police responded to the location and contacted Ruan through the hotel door. The patrol officers believed the male victim was injured and in danger and requested Dallas Police SWAT to respond. SWAT arrived and contacted Ruan through the doorway. As SWAT attempted to negotiate with the suspect, they heard a single gunshot inside the room. SWAT prepared to make an emergency entry since the male victim was still inside. The team used an explosive charge to open the door, and as they moved to go in the door, they heard at least five gunshots from inside. One of the shots went through the wall into the room where SWAT officers were standing. One officer was hit in the face by sheetrock dust from the wall – but no officers were injured.
When SWAT entered the room, they found Ruan dead from a self-inflicted gunshot. The male victim was found in the bathroom of the motel room and had been shot in the back. He was taken to a local hospital and at last check was in critical condition. No officers fired their weapons during the incident.
The Dallas Police Special Investigations Unit is conducting a death in custody investigation. The Office of Police Community Oversight and Dallas County District Attorney’s Office were made aware of the incident. The District Attorney’s Office will conduct their own investigation.
