Update December 17, 2015, at 3:10 pm
On December 17, 2015, detectives conducted a follow-up interview with the victim after additional information was provided by another agency. The victim has recanted her statement and detectives have determined that the incident did not take place as reported. The investigation is continuing, but there is no community risk in terms of the person, place or behavior as previously described. We appreciate the information provided by the community and assisting law enforcement agencies.

This offense occurred on Thursday, December 10th and was reported Friday, December 11th when the victim returned to school. During an investigation of this nature, detectives are victim centered and the child victim’s needs dictate investigative actions. At the same time, detectives work diligently to verify facts and develop intelligence. We do our best to balance the needs of the victim with the investigative needs as well as community safety concerns. A community awareness bulletin was released following an in depth interview of the victim on Tuesday, December 15th.
This is an on-going investigation and detectives are working with Southwest Patrol Division resources to gather any additional information that may lead to the identification and arrest of the suspect.

CHILD ABDUCTION INDECENCY WITH A CHILD/ CONTACT
On December 10, 2015, at approximately 6:00 p.m., a 14 year old, Latin female victim, was on her way home from school and got off the school bus at 500 8th Street. After getting off the bus the victim was approached by an unknown Black male wearing a ski mask who grabbed her by the arm and forced her to walk 3 blocks to Lake Cliff Park, located at 1200 N. Zang Blvd. The suspect sexually abused the victim in the park. The suspect fled the location when he heard people approaching.
The suspect is described a Black male, between the ages of 18 – 21 , 6 feet tall and weighs 250 pounds, wearing black sweat pants, black hoodie, black ski mask. The victim also stated that the suspect had blue eyes, possible wearing colored contact lenses.
This offense is reported on Case Number 287569-2015.
