“Operation Perseus”

SYNOPSIS OF OPERATION

The Dallas Police Department North Texas Internet Crimes Against Children (ICAC) Task Force, in partnership with Mesquite PD, Garland PD, and Grand Prairie PD, conducted Operation Perseus from August 28th through September 1st. The goal of this multi-agency operation was to leverage the resources of the North Texas ICAC Task Force to target individuals in the Dallas metropolitan area who use the Internet to sexually exploit children through online solicitation, child pornography, and Internet sex trafficking of minors. 

The Command Center for Operation Perseus was the Dallas Police Department’s ICAC Task Force office with twenty-two (22) participating local, state, and federal law enforcement agencies. There were sixty-five (65) investigative personnel assigned to the operation to execute search warrants, file criminal cases, and arrest suspects.

The collaborative operation was a tremendous success which resulted in twenty-eight (28) arrests, execution of twenty-six (26) search warrants, two (2) pending arrests, and six (6) ongoing cases which are anticipated to result in arrests. 

The success of “Operation Perseus” serves as a clear message that the Internet is a hostile environment for those who are looking to harm or exploit children in the North Texas Region.

Community Awareness Bulletin: Sexual Assault Suspect

The pictured subject is a person of interest wanted for questioning regarding a sexual assault offense that occurred late Monday afternoon, June 26, 2017, near Spring Valley Road and Maham Road.  The suspect entered the female victim’s apartment, threatened her with a weapon, and sexually assaulted her.  The subject stole property from the apartment and put the property into a Black Chrysler PT Cruiser with a Dallas Cowboys Star emblem in the center of the rear window.  This offense is documented on case number 144897-2017.

The subject is a Latin Male, 23-25 years old, approximately 5’7” tall and 170 pounds, with a mustache.  The subject has tattoos on both arms and a mark underneath his left eye.  If anyone has any information on the identification or location of the above pictured individual, they are asked to contact the Dallas PD Sexual Assault Unit by phone at 214-671-3593.

Peter Lavone Johnson, B/M/21, has been arrested and charged with Aggravated Sexual Assault for the offense which occurred March 1, 2017 at 7900 Forest Lane.  He is in jail with a $150,000 bond.  Johnson has prior convictions for Robbery, Theft from Person, and Burglary of Habitation.

On March 1, 2017, at approximately 9:10 a.m., a female victim was walking from her apartment residence to her car which was parked in the parking garage at 7900 Forest Lane.  The unknown suspect came up from behind the victim, forced her to the ground, and sexually assaulted her.  The suspect then fled eastbound on Forest Lane toward Central Expressway.  Dallas Police were called and did a search of the area, but could not locate the suspect.  This offense is documented on case number 047541-2017.

The suspect is described as a Black male, 20 to 25 years of age, approximately 6’0″ tall with a thin build.  He was last seen wearing a dark colored hoodie and dark colored pants.  The victim further described the suspect as possibly homeless.

Citizens are being asked to be alert for any persons within the vicinity of this reported offense that match this description and appear to be suspicious. Individuals are encouraged to contact the Dallas Police Department to report those suspicious persons.

Community Awareness Bulletin: Suspect Arrested for Child Sex Trafficking

On February 3, 2017, the Dallas Police Department arrested Francisco Arroyo L/M/26 on charges related to the sexual abuse of a 15-year-old female child.

Arroyo was transported to the Dallas County Jail where he is being held for the following charges: Sexual Assault of Child, Sexual Performance by Child, Sexual Assault of Child, and Sexual Performance by Child. The total bond is $400,000 on the four charges.  These offenses are documented on case number 024993-2017.

Sexual Assault Arrest

Suspect, Cesar M. Gonzalez

On November 5, 2016, at approximately 4:30 a.m., Dallas Police responded to a call regarding a female stating she had been sexually assaulted. The female told officers she had accepted a ride from a Latin male driving a black Ford pickup truck. The suspect drove to a residential street near the intersection of Lake June Road and North Prairie Creek Road and sexually assaulted the female. At some point during the assault the suspect claimed he was either a Dallas officer or a Dallas County officer. The female was able to get out of the truck and record the license plate number. Using the vehicle information provided by the female, Dallas Police were able to find the truck at the registered owner’s address and determine that the registered owner matched the description of the suspect. Detectives then secured the necessary search warrants, and the suspect was interviewed at Dallas Police Headquarters.

The suspect has been identified as Cesar M. Gonzalez, a Latin male, 33 years old. Cesar Gonzalez was arrested for Sexual Assault. He is currently in the Dallas County Jail on a $100,000 bond. This offense is documented on Case #265239-2016. At this time Mr. Gonzalez is not a suspect in any other offenses that have been reported to Dallas Police.

Prior to this incident, Cesar Gonzalez was arrested in December 2010 for Impersonating a Public Servant and received five years probation. That offense was documented on Case #0349574-X.

Community Awareness Bulletin: Sexual Assault in Deep Ellum

Update to Person of Interest Bulletin

On September 18, 2016 at 3:00 a.m., a white female in her 20’s was walking alone in the 3300 block of Elm Street in Deep Ellum. She was approached on foot by two black males. The suspects, armed with a weapon, both sexually assaulted the complainant.    

Thanks to the collaborative efforts of DART Police Detectives and Dallas Police Detectives, both suspects in this case have been identified.   Detectives were able to put together additional evidence linking both suspects to the crime. A forensic comparison was completed and the results came back with a positive match on both suspects, who have been formally charged for this offense. There are no additional suspects wanted in connection to this offense.  

The suspects arrested in this case are juveniles and their information will not be released.

On September 18, 2016 at 3:00 a.m., a white female in her 20’s was walking alone in the 3300 block of Elm Street in Deep Ellum. She was approached on foot by two unknown Black males. One of those males was armed with a weapon and quickly approached the female and grabbed her. Both suspects then sexually assaulted the complainant.  

The first suspect is described as a Black male approximately 18-years-old, 5’6”, skinny build, short curly hair, wearing a dark gray T-shirt and black shorts with white socks. The second suspect is described as a shorter black male, T-shirt, black shorts and a black baseball cap. 

Citizens are being asked to be on alert for any persons within the vicinity of this reported offense that match the description of these suspects. COMMUNITY AWARENESS BULLETIN – ARREST OF SUSPECT

CaptureOn August 8, 2016, the Child Exploitation Squad, Dallas Police Department, with the assistance of the Plano Police Department, arrested Randy Lee Adrian, W/M/24, for two counts of Sexual Assault of a Child, F/2.  The cases are reported on Case Number 186899-2016.     

The arrest stemmed from an investigation that was initiated after receiving an outcry from the victim who was a teenager at the time of the offenses.  The Arrestee met the victim at his place of employment. 

Arrestee Adrian was placed in the Dallas County Jail for two counts of Sexual Assault of a Child, F/2, with a total of $50,000 bond on the two charges.

On July 29, 2016, the Dallas Police Department’s Child Exploitation Squad arrested Timothy Woolman, 25 year old White male, for Sexual Assault of a Child, F/2, Online Solicitation of a Minor, F/2, and Possession/Promotion of Child Pornography, F/3.  The cases are reported on Case Number 177877-2016.     

The arrest stemmed from an investigation that was initiated after detectives received an outcry from a 15 year old female victim.  The Arrestee met the victim on a teen chat line where he then lured the victim to meet him and then sexually assaulted her.  

Arrestee Woolman was placed in the Dallas County Jail for Sexual Assault of a Child, F/2, Online Solicitation of a Minor, F/2, and Possession/Promotion of Child Pornography, F/3 with a total of $300,000 bond on the three charges.

Community Awareness Bulletin: Suspect Arrested for Indecency with a Child

On July 28, 2016, the Dallas Police Child Exploitation Squad arrested Rayan Ganesh, a 32-year-old Asian male, for two counts of Indecency with a Child/Exposure F/3.  These offenses are reported on case numbers 169517-2016 and 181368-2016.   

The arrest stemmed from an investigation that was initiated after receiving an outcry from the victim on these cases.  These two offenses occurred between June and July 2016.    

Arrestee Ganesh was placed in the Dallas County Jail for two counts of Indecency with a Child/Exposure F/3, with a total of $40,000 bond on the two charges.

Dallas Police Detectives were unsuccessful in tying yesterday’s Sex Assault arrest to any other offenses at this time.

Update July 28, 2016 at 4:45 p.m.:

On July 3, 2016, at about 2:00 p.m., a female victim was sitting at a bus stop downtown when the suspect approached her.  The suspect told the victim to walk with him.  At this time the suspect led her to a stairwell near the 600 block of Houston Street Viaduct.  The suspect suddenly grabbed the victim and sexually assaulted her.  The suspect had a tattoo on his face and tattoos covering both arms and was described as a black male.  The suspect was last seen wearing a white T-shirt, green pants, and green tennis shoes.  

A suspect matching this description was found a short time later and brought in to be questioned by detectives. The victim was shown a photo lineup and she could not positively identify the suspect. DNA evidence was collected from the suspect.  The suspect was then released by detectives.

Late in the evening of July 25, 2016 just before midnight, another female victim, who had met the suspect a few days prior at the West End DART Station, saw the suspect and recognized him. The suspect and victim began to talk.

The victim and suspect walked through a parking lot between two buildings in downtown.  As they walked, the suspect grabbed the victim, pulled her into an unlit area and sexually assaulted her. In the morning, the victim fled towards a DART station and called police. DART Police responded and Dallas Police Sex Assault Detectives responded. 

The victim gave a description of a Black male in his 30’s, 5’5”, and added that he had tattoos on his face and she believed she knew his first name.

Given the close proximity in distance and the similar descriptions given, detectives immediately began working to determine whether or not these assaults were committed by the same suspect. 

This morning, detectives from the Dallas Police Sexual Assault team began working with  the Dallas Police Sex offender program detectives and a photo lineup was put together and shown to the victim from the July 25th  sex assault.  The second victim picked out the suspect in a six photo lineup and a warrant was issued for his arrest.

This afternoon members from Dallas Police Southwest Patrol Division, the Sex Offender Apprehension Team and Sex Assault Detectives arrested the suspect.  He will be charged with Sexual Assault F2, on a $150,000 bond, Failure to Comply with Registration Requirement for Sex Offender Registration Program F2, and a Probation Violation for Failure to Register as a Sex Offender F3.     

At this time we will not be releasing the name or the photo of the suspect because detectives need to speak to another victim.   We are asking the press to not release the suspect’s name and picture until we can meet with this victim.

On July 26, 2016, at about 12:30 a.m., the female victim was riding a DART train when the suspect, who she knew as “Rodney,” sat next to her.  The victim had become acquainted with the suspect a few days earlier at the DART West End Station.  As they exited the train, the suspect suggested they walk together to get something to eat.  As they were walking in the 700 block of Ross Avenue, the suspect suddenly grabbed the victim and sexually assaulted her.  The suspect is described as a black male, 30-35 years old, approximately 5’5” tall, and weighing 160 pounds.  The suspect has tattoos on his face, tattoos covering both arms, and pierced ears.  He was last seen wearing a white T-shirt, dark jeans and light blue athletic shoes. This offense is documented on case number 179287-2016.

On July 3, 2016, at about 2:00 p.m., a female victim was sitting at a bus stop downtown drinking a beer when the suspect approached her.  The suspect told the victim she would be arrested if the police saw her drinking a beer.  The suspect told the victim to walk with him.  The suspect led her to a stairwell near the 600 block of Houston Street Viaduct.  The suspect suddenly grabbed the victim and sexually assaulted her.  The suspect is described as a black male, 35 years old, approximately 5’7” tall, and weighing 160 pounds.  The suspect had a tattoo on his face and tattoos covering both arms.  The suspect was last seen wearing a white T-shirt, green pants, and green tennis shoes.  This offense is documented on case number 161257-2016.

Given the close proximity in distance and the similar suspect descriptions, detectives are working to determine whether or not these assaults were committed by the same suspect. Anyone with any information related to these offenses is asked to contact Detective Alan Holmes at 214-671-3637.
