Community Awareness: Indecent Exposure Suspect Sought

On the evening of June 21, 2016, at approximately 8:00 p.m., an adult female victim, a juvenile male victim, and a witness were inside their vehicle outside of the Greyhound Bus Station located at 205 S. Lamar Street to pick up a friend.  The bus was late, so they waited at 800 Jackson Street in a parking lot across the street from the bus station.  An unknown Black male approached the vehicle and began tapping on the window of their vehicle. When the occupants did not respond or open the window, the suspect stood outside the car for a while. The adult female moved her vehicle to a different parking spot, but the suspect followed and began to masturbate in her presence. The juvenile victim was also present and may have seen the suspect’s actions.  The suspect fled on foot before Dallas Police officers arrived.

The suspect is described as a Black male, who is approximately 25 to 35 years of age, 5’11” and thin.  He was last seen wearing a white T-shirt, dark colored pants and white shoes.  The suspect had a blue jersey thrown over his shoulder.

Indecent Exposure Suspect Sought

In the early morning hours of May 26, 2016, just before 2:00 a.m., the adult female victim was inside her apartment, located at 11515 Leisure Drive, when she noticed movement immediately outside her window.  When she looked more closely, the victim observed a black male suspect exposing his penis and masturbating outside her window. The victim confronted the suspect who then fled on foot.  Dallas Police were called to the location, but did not locate the suspect. 

The suspect is described as a “skinny” black male, in his late 20’s or early 30’s, 5’10’-6’00” with very short hair. He was last seen wearing khaki shorts, a black T-shirt, and athletic shoes that were dark in color with red as a possible accent color.  Detectives have spoken with apartment management and are asking that anyone with any information about this offense to please contact Detective H. Indecent Exposure Suspect Sought

Officers working their CP 2.0 “Back to Patrol” assignment located and arrested the suspect in this Community Bulletin in the parking lot of a convenience store near the intersection of Ross Ave. and Bennet Ave. last night.

On February 18, 2016, at approximately 5:00 p.m., the adult female victim was doing laundry at the Xpress Laundry Lavanderia, located at 1406 Greenville Avenue, when an unknown black male approached her and in Spanish asked for money.  The victim did not have any money and moved away from the suspect.  The suspect then exposed his penis and masturbated in full view of the victim.  The victim fled from the laundromat and called for police.  Dallas Police responded but could not locate the suspect.  This offense was reported on case number 039961-2016.

Detectives later canvassed the shopping center where the offense occurred and were informed by citizens that the suspect has been known to panhandle in the area. Detectives asked the citizens to call 9-1-1 immediately if the suspect returned.  On April 20, 2016, patrol officers responded to a disturbance call at 1406 Greenville Avenue and notified detectives that a potential suspect in the indecent exposure offense had been identified.

On April 27, 2016, the female victim was presented a photographic lineup, and she identified Rogelio Martinez, B/M/49, as the suspect who had exposed his penis and masturbated in her presence.  A warrant for Indecent Exposure was issued for the arrest of Martinez.  Rogelio Martinez is a dark skinned Latin male, 6’02” and weighs 170 pounds.  Martinez frequently wears Dickies type pants, black shoes, and is described as unkempt and unshaven. 

Anyone with information as to the whereabouts of Rogelio Martinez is asked to call Dallas Police immediately.

Detectives Seeking Information About Indecent Exposure Suspect

On the morning of April 27, 2016 at approximately 9:30 a.m., an adult female victim walked out of her apartment located at 8004 West Virginia Drive, and an unknown black male waved at her.  When the victim looked at the suspect, he exposed his penis to her and then immediately fled on foot.

The suspect is described as a black male, bald, who is approximately 27 to 35 years of age, 6’3” and 180 pounds.  He was last seen wearing a dirty white shirt, white shorts with a black stripe, and a brown hat described as a safari or Panama hat.

Community Awareness Bulletin: Arrest Made

On April 27, 2016, at approximately 11:30 p.m., the Dallas Police Department arrested Daniel Acevedo, H/M 23, for (2) counts of Trafficking in Persons/Child, F/1, (2) counts of Compelling Prostitution/Child, F/1, (1) count of Sexual Assault/Child, F/2, with $100,000 bond on each charge/count for a total of $500,000 bond on all (5) charges.  All offenses are reported on Case Number 69286-2016.

Comm Awareness

The arrest stemmed from an investigation where a 17-year-old female runaway was located by the High Risk Victims and Trafficking Unit (HRVU) in an escort ad on the website Backpage.com.  Detectives in the High Risk Victims and Vice Units were able to locate and rescue the victim.  Evidence was developed through the investigation which demonstrated Arrestee Acevedo trafficked and compelled the victim to engage in prostitution from December 1, 2015, until March 22, 2016.

Arrestee Acevedo has an extensive criminal history including drug, assault, and burglary offenses with approximately 14 arrests reported in Dallas County.

On the morning of April 25, 2016 at approximately 10:00 a.m., an adult female victim was waiting at the bus stop located at 13250 Emily Road, when she was approached by the suspect.  The suspect pulled down his pants zipper and exposed his penis to her.  The bus arrived shortly thereafter, and as the victim boarded the bus, she saw the suspect walk across the street into the Autumn Brook Apartments.  Dallas police were called to the location and searched for the suspect but did not find him.

The suspect is described as a Latin male in his 20s, 5’09” and 160 pounds.  He was last seen wearing tan pants and a blue shirt.

Indecent Exposure Suspect Sought

On the afternoon of April 15, 2016 at approximately 5:10 p.m., the adult female victim was walking home from school, in the 9600 block of Timberline Drive at Webb Chapel Extension, when she was approached by the suspect, who was in an older model white Cadillac Escalade.  The suspect held out a sheet of paper and attempted to speak to the complainant in Spanish, possibly asking her for directions.  When the victim looked toward the suspect she observed the suspect’s exposed penis. 

The suspect is described as a Latin male, early 40’s, 5’09’ and heavyset, with short black hair that was styled with gel. He was last seen wearing light khaki cargo shorts and a light colored shirt.  The suspect was driving an older model Cadillac Escalade with a partial Texas license plate BJG.  

This offense took place within a short distance of Julian T. Saldivar Elementary School.  Dallas police alerted Dallas Independent School District of the incident. Burglary with Intent to Commit Sexual Assault

On the morning of April 8, 2016 just before 5:40 a.m., an adult female victim was asleep in her apartment, in the 2900 block of Kings Road, when she woke to find two Latin male suspects inside her bedroom.  One of the suspects was kneeling on top of her and holding her legs down while the other was standing beside the bed.  The complainant began to scream and both suspects fled out of an open bedroom window.

Both suspects are described as Latin males, late 20’s to early 30’s, 5’03’ and 140-160 lbs. One suspect was wearing a black sweatshirt, while the other was wearing a black jacket with a blue horizontal stripe across the chest and sleeves.

Detectives have canvassed the area and have spoken to the apartment management to make them aware of this incident and are asking that anyone with any information about this offense to please contact Detective H. Barton of the Dallas Police Sex Assault Unit at 214-671-3685.

Indecency at Bachman Lake

On March 28, 2016, at approximately 11:30 p.m., a female victim was at Bachman Lake near 2750 Bachman Drive.  The victim was alone and walking to her car when she was approached by an unknown Latin male suspect.  The suspect stood between the victim and her car making it difficult to enter her vehicle.  As the victim attempted to get into her vehicle, the suspect began touching her and she noticed the suspect’s penis was exposed. The victim got away and called 911.  The suspect stayed by the victim’s vehicle for several minutes and continued to approach the victim while she was on the phone with 911 before fleeing in a newer white Nissan Juke as Dallas Police Officers arrived at the park. 

The suspect is described as a Latin male in his late 20’s/early 30’s who speaks Spanish and English with a heavy accent.  He has black hair and brown eyes.  He is approximately 5’10” and 160 lbs.

ARREST OF SUSPECT

AGGRAVATED SEXUAL ASSAULT OF A CHILD

Updated April 8, 2016: 

On March 31, 2016 at about 7:19 p.m., officers responded to a call in the 4100 block of Altoona Drive about a major disturbance. When officers arrived, they found the suspect, Willie Bell, being treated in the back of an ambulance for minor injuries. Witnesses at the location told the officers that Bell was the suspect who just sexually assaulted a 6-year-old child behind the apartment building. Bell sustained minor injuries when he was assaulted by several unknown juvenile males because of his presumed involvement in the sexual assault of the child. Bell was arrested for Aggravated Sexual Assault of a Child and transported to the Dallas County Jail.

On March 31, 2016, the Dallas Police Department arrested Willie Bell a 29 year old Black male for Aggravated Sexual Assault of a Child, F/1.  The arrest was made in connection to an offense that occurred in the 4100 block of Altoona Drive where Arrestee Bell lured a 6 year old male behind the apartments and sexually assaulted him.  This offense is reported on Case Number 076630-2016.  Arrestee Bell is currently in Dallas County Jail for Aggravated Sexual Assault/Child, $50,000 bond.
