City Council Briefing: 911 Call Center Operations

Dallas Police Interim Chief David Pughes and William Finch, Chief Information Officer for the City of Dallas, gave the Dallas city council an overview of the 911 Call Center Operations today in a city council briefing.

The briefing addressed hiring/staffing in the call center, technical issues with the system, and the measures the department has taken to improve the call center. Below is a copy of the information that was discussed during today’s council briefing.

Peter Lavone Johnson, B/M/21, has been arrested and charged with Aggravated Sexual Assault for the offense which occurred March 1, 2017 at 7900 Forest Lane.  He is in jail with a $150,000 bond.  Johnson has prior convictions for Robbery, Theft from Person, and Burglary of Habitation.

On March 1, 2017, at approximately 9:10 a.m., a female victim was walking from her apartment residence to her car which was parked in the parking garage at 7900 Forest Lane.  The unknown suspect came up from behind the victim, forced her to the ground, and sexually assaulted her.  The suspect then fled eastbound on Forest Lane toward Central Expressway.  Dallas Police were called and did a search of the area, but could not locate the suspect.  This offense is documented on case number 047541-2017.

The suspect is described as a Black male, 20 to 25 years of age, approximately 6’0″ tall with a thin build.  He was last seen wearing a dark colored hoodie and dark colored pants.  The victim further described the suspect as possibly homeless.

Citizens are being asked to be alert for any persons within the vicinity of this reported offense that match this description and appear to be suspicious. Individuals are encouraged to contact the Dallas Police Department to report those suspicious persons.

Community Awareness Bulletin: Suspect Arrested for Child Sex Trafficking

On February 3, 2017, the Dallas Police Department arrested Francisco Arroyo L/M/26 on charges related to the sexual abuse of a 15-year-old female child.

Arroyo was transported to the Dallas County Jail where he is being held for the following charges: Sexual Assault of Child, Sexual Performance by Child, Sexual Assault of Child, and Sexual Performance by Child. The total bond is $400,000 on the four charges.  These offenses are documented on case number 024993-2017.

Lottery Scam

The Dallas Police Department would like to make the community aware of a recent lottery scam that occurred in Dallas involving an elderly citizen. The Dallas Police Department would like to alert not only our elderly citizens, but all citizens to be aware of fraudulent scams. 

On December 2, 2016, an 85 year old woman received a letter in the mail that led her to believe she had won the lottery. The victim was instructed to make contact with the sender by phone for further instructions. The suspect instructed the victim that she must pay $6000.00 in cash for taxes. The victim complied with the instructions, sent the suspect the cash through FedEx and she received her winning check. When the victim attempted to cash the check, she was informed that the check was fraudulent. This incident is documented on case number 309479-2016.

If you receive any mail asking for a large amount of money, please do not engage them and call the police to report the suspicious activity. Please alert any elderly family members, friends, or neighbors of this scam so they do not become a victim of crime.

Community Awareness Bulletin: Attempted Kidnapping

The Dallas Police Department would like to make the community aware of a possible vehicle of interest in a reported attempted kidnapping on December 19, 2016 at around 5:00 p.m. The suspect approached a teenage female and attempted to pull her into his vehicle. The vehicle was last seen in the area of 8900 Senate Street. The vehicle is described as a 2005-2009 White Ford Mustang, driven by a 30 to 40 year old Latin Male. This offense is documented on case number 301570-2016.

Update: Dog Attack on Rutledge Street

Updated Monday, October 31, 2016:

On May 2, 2016, around 4:30 a.m. Ms. Antoinette Brown was attacked by a pack of dogs in the 3300 block of Rutledge.  Ms. Brown died as a result of her injuries on May 9, 2016.  

Although no witnesses could say for certain which dogs were involved in the attack, residents pointed to a house on Spring Street where dogs have been known to escape their enclosure. Detectives responded to that location and spoke with the owner of the dogs. The owner surrendered the dogs to Dallas Animal Services where the dogs were held for a period of time and were processed for evidence.  

DNA Samples and evidence collected from the dogs were submitted to Southwest Institute of Forensics Science (SWIFS).  Results from testing were negative for a match. 

The Dallas Police Department submitted the samples to the University of California at Davis for additional DNA processing to determine if a link could be made between the seized dogs and Ms. Brown.

Dallas Police were notified by the University of California at Davis Veterinary Genetic Laboratories Forensics Unit that the samples submitted did not contain DNA evidence that would link the animals that were suspected of the attack to Ms. Brown.  Based on the lack of evidence, detectives will be closing the case. 

The Dallas Police Department and Dallas Animal Services continue to work together to coordinate responses to animal disturbances and attacks to reduce injuries to citizens.

On May 2, 2016, at 4:43 a.m., the Dallas Police Department received a call regarding a female in a vacant field calling for help at 3300 Rutledge Street. Police officers arrived at the scene at 4:50 a.m. Another call was received at 5:02 am from a different person that a female was being attacked by 4 to 5 dogs in a vacant field. Dallas Fire Rescue along with Dallas Police discovered Ms. Antoinette Brown in the vacant field and immediately transported her to Baylor Hospital.

Detectives canvassed the area on the same day and interviewed both reporting persons at the location where the attack took place. Crime Scene processed the scene where the attack took place and went to the hospital to gather evidence from the victim. The reporting persons identified a nearby home where they believed the dogs may have come from.  Detectives responded to the location and could not find anyone at the house and no dogs were located.  Reporting persons were advised by detectives to call 311 if any dogs were spotted in the area.

On May 5, 2016, Dallas Animal Services reviewed the address and found previous 311 calls regarding loose dogs complaints. Seven dogs were found living at the location and Dallas Animal Services was able to take 6 dogs into possession on May 6, 2016.  The seventh dog was located on May 9, 2016 and quarantined. Between July 2013 and August 2014, records indicate residents made 10 calls regarding this location. In 2014, the owner surrendered ten dogs after repeated visits and violation notices from Dallas Animal Services. In September 2015, neighbors reported an attack in progress, resulting in five citations being issued and surrendering of three more dogs that were subsequently euthanized. Dallas Animal Services issued an additional 16 citations on May 6, 2016.

The owners gave permission on May 6, 2016 for Dallas Animal Services to take custody of the animals. These dogs were processed for evidence to confirm whether they were involved in the attack on Ms. Brown.   Dallas Police have submitted the evidence to Southwest Institute of Forensics Science and are awaiting the results of testing.

The Dallas Police Department is investigating this incident as an Attack by Dog offense as defined in Section 822.005 of the Texas Health and Safety Code.

Sec. 822.005. ATTACK BY DOG. (a) A person commits an offense if the person is the owner of a dog and the person:

(1) with criminal negligence, as defined by Section 6.03, Penal Code, fails to secure the dog and the dog makes an unprovoked attack on another person that occurs at a location other than the owner’s real property or in or on the owner’s motor vehicle or boat and that causes serious bodily injury, as defined by Section 1.07, Penal Code, or death to the other person; or

(2) knows the dog is a dangerous dog by learning in a manner described by Section 822.042(g) that the person is the owner of a dangerous dog, and the dangerous dog makes an unprovoked attack on another person that occurs at a location other than a secure enclosure in which the dog is restrained in accordance with Subchapter D and that causes serious bodily injury, as defined by Section 822.001, or death to the other person.

(b) An offense under this section is a felony of the third degree unless the attack causes death, in which event the offense is a felony of the second degree.

(c) If a person is found guilty of an offense under this section, the court may order the dog destroyed by a person listed in Section 822.004.

(d) A person who is subject to prosecution under this section and under any other law may be prosecuted under this section, the other law, or both.

On May 9, 2016, at approximately 8:00 p.m., Ms. Brown passed away as a result of her injuries while at Baylor Hospital. This remains an ongoing investigation.

Community Awareness Bulletin: Sexual Assault in Deep Ellum

Update to Person of Interest Bulletin

On September 18, 2016 at 3:00 a.m., a white female in her 20’s was walking alone in the 3300 block of Elm Street in Deep Ellum. She was approached on foot by two black males. The suspects, armed with a weapon, both sexually assaulted the complainant.    

Thanks to the collaborative efforts of DART Police Detectives and Dallas Police Detectives, both suspects in this case have been identified.   Detectives were able to put together additional evidence linking both suspects to the crime. A forensic comparison was completed and the results came back with a positive match on both suspects, who have been formally charged for this offense. There are no additional suspects wanted in connection to this offense.  

The suspects arrested in this case are juveniles and their information will not be released.

On September 18, 2016 at 3:00 a.m., a white female in her 20’s was walking alone in the 3300 block of Elm Street in Deep Ellum. She was approached on foot by two unknown Black males. One of those males was armed with a weapon and quickly approached the female and grabbed her. Both suspects then sexually assaulted the complainant.  

The first suspect is described as a Black male approximately 18-years-old, 5’6”, skinny build, short curly hair, wearing a dark gray T-shirt and black shorts with white socks. The second suspect is described as a shorter black male, T-shirt, black shorts and a black baseball cap. 

Citizens are being asked to be on alert for any persons within the vicinity of this reported offense that match the description of these suspects. Community Awareness Bulletin

The Child Exploitation Unit is looking for a 2-door older model black Toyota pickup with red tape on the back passenger side tail light and a large amount of junk in the bed of the pick-up.  The vehicle was being driven by a dark skinned Latin male with short black hair, no shirt, but was wearing an orange traffic vest.  The suspect has a tattoo on his right abdominal area.  He is the suspect in an Aggravated Sexual Assault of a Child and Aggravated Robbery that occurred on October 5, 2016 in the 2200 block of S. Merrifield Road in Dallas.

ARREST OF SUSPECT SEXUAL ASSAULT OF A CHILD

On September 28, 2016, the Child Exploitation Squad, Dallas Police Department, arrested Angel Rivera, Latin male, 45, in connection to a Sexual Assault/Child offense involving a 14 year old female victim. The offense occurred at 11837 Judd Court where Arrestee Rivera runs a speed and agility training facility.  The victim was being coached by Arrestee Rivera when the offense occurred at his facility.  This offense was reported on case number 210976-2016.

Arrestee Rivera was placed in the Dallas County Jail for Sexual Assault/Child, F/2, with a 100,000 bond.
